  • John E. “Jed” Hatfield

    John E. “Jed” Hatfield

    Jed Hatfield is responsible for Colonial’s operations in the Wilmington, Delaware and Lancaster and Philadelphia, Pennsylvania areas.

    Mr. Hatfield has hands-on experience in the parking industry, having grown up with the company. Experienced with design and construction review as well as initial implementation of parking control systems, he has been actively involved in the design, construction, and openings of several major garages. In addition to the opening of new facilities, he is responsible for the daily management of Colonial’s facilities. He is also responsible for the development and implementation of Colonial’s evolving policies and operations, rooted in the traditional standards of courtesy, fairness, and consideration while maintaining their relevance with the most up-to-date technology.

    Mr. Hatfield plays an active role in the parking industry. He is a past chairman of the National Parking Association (NPA), Member of International Parking & Mobility Institute (IPMI), and a member of the Urban Land Institute (ULI). Locally, Mr. Hatfield serves on the Delaware State Chamber of Commerce Transportation and Infrastructure Committee.

    Recognizing the critical link between parking and real estate, Mr. Hatfield is also a past President of the Committee of 100, an economic development organization in Wilmington, Delaware. He is also an Executive Committee Member of the Wilmington Alliance; an Executive Committee Member of Downtown Visions, Wilmington’s Business Improvement District (BID), and a member of the Commercial-Industrial Realty Council in Wilmington, Delaware.

    Active in the community, Mr. Hatfield is the founding Co-Chair of the Crozer-Chester Foundation Professional Group, a Member of the Board of Directors of Artisans Bank, and a member of the Caesar Rodney Rotary Club.

  • Chris Hankins

    Chris Hankins

    Chris Hankins joined Colonial in 2007 and is responsible for Colonial’s overall operation in Wilmington, Delaware. This includes forty facilities ranging in size from 20-space parking lots to 1,300-space garages.

    Mr. Hankins joined the Colonial team with an extensive parking management background—gained in a variety of markets over more than ten years. Starting in Columbus, Ohio, Mr. Hankins began his parking career as a Valet Parking Manager responsible for valet service management at an upscale mall. Over the years, Mr. Hankins has gained valuable experience managing significant parking operations like the Foxtown Entertainment District in Detroit, Michigan (consisting of 31 surface lots and two garages), and the 17,438 parking spaces at the Philadelphia sports complex.

    As a member of the Colonial team, Mr. Hankins’ experience provides valuable input into the quality of Colonial’s overall operations. His consistent improvements to our strict standards of cleanliness, safety, and revenue control have helped Colonial maintain the highest level of service and accountability to our clients.

    In his pursuit of quality parking management services, Mr. Hankins led the management team at Colonial through the National Parking Association’s (NPA) Certified Parking Professional (CPP) accreditation program. Along with the rest of the Colonial management team, Mr. Hankins worked through a rigorous curriculum developed and administered by the NPA that requires candidates to complete an extensive course of study and an examination to achieve the CPP designation.

    Mr. Hankins plays an active role in the parking industry. He is currently the Chair of the NPA’s Certification Advisory Board, whose mission is to provide industry-specific professional development content through the CPP program.

  • Joseph “Joe” Nadel

    Joseph “Joe” Nadel

    Joe brings over 15 years of tax, accounting, and finance expertise to his position as Vice President of Finance for Colonial Parking and our affiliated companies. In his current role, Joe is responsible for leading the accounting and information technology teams at Colonial. Additionally, he works closely with leadership helping to develop Colonial’s strategic vision and goals.

    Before joining Colonial, Joe spent nearly a decade in public accounting, where he worked as an Audit and Tax Manager, with the majority of his experience gained in the Philadelphia office of Grant Thornton, LLP. After public accounting, Joe spent nearly a decade in a couple of industries for privately held companies as a Controller. Most recently, Joe spent a few years working for a public agency as the Assistant Director of Finance. These varied work experiences have equipped Joe to handle the variety of financial matters that Colonial and our clients face every day. Among Joe’s critical skills are Financial Statement audit and preparation, Budgeting and Forecasting, and Financial Analysis.

    Joe is an active member of the American Institute of Certified Public Accountants (AICPA) the Delaware Society of Certified Public Accountants (DSCPA), National Parking Association (NPA), International Parking Institute (IPI), Delaware State Chamber of Commerce and his local community—volunteering as a coach in various youth sports activities.

  • Madeleine Tucker

    Madeleine Tucker

    Madeleine Tucker is responsible for Colonial’s accounting and administrative functions in the Wilmington, Delaware, and Philadelphia, Pennsylvania areas. Joining the Colonial team in 2009, Ms. Tucker brought a substantial background in accounting. Ms. Tucker has a Master’s in Business Administration and a Bachelor’s Degree in Accounting from Widener University. She worked at the Port of Wilmington for twenty-years before coming to Colonial, starting her career as the Payroll Manager.

    Her hard work, dedication, and strong management skills allowed Ms. Tucker to advance to the position of Senior Accountant and then Controller. She also served as Treasurer, Trustee for the 401K plan, a member of the Strategic Planning Committee, the Safety Committee, and the Committee for Change.

    Ms. Tucker’s input as part of the Colonial management team is seen throughout our back-office operations. She has improved Colonial’s accounting and administrative functions and continually strives to enhance processes and create efficiencies in the accounting and customer service departments. In 2013, Ms. Tucker played a lead role in implementing a New Financial Management System (Great Plains), providing the Colonial Management team the ability to access financial information from any location at any time and detailed information on any account.

    Ms. Tucker is responsible for the monthly financial statement reporting to owners of all locations, identifying and explaining any variances, and working with Vice President of Operations to prepare annual budgets for all locations.

  • Ann Murphy

    Ann Murphy

    Ann Murphy brings to Colonial Parking over 20 years’ experience in human resources and administration and plays a crucial role in recruiting, screening, training, and retaining quality people to deliver our services. She has a Master’s in Human Resource Management and a Bachelor’s in Business Administration. As the Director of HR at Colonial, Ann is responsible for payroll and all aspects of human resources.

    Before joining Colonial, Ann was an Administrator for a long-term care facility in Maryland for seven years and served as the Director of Human Resources at the same facility for 13 years. Ann is a member of DE and National SHRM and maintains two HR certifications, PHR and SHRM-CP.

    Working closely with managers and field staff, Ms. Murphy manages Colonial’s extensive training program. Through classroom and field training, we ensure that everyone at Colonial understands our customer service standards and effectively delivers that high-level of service to Colonial’s parking patrons every day.

  • Norman Ortiz, CPP

    Operations Manager

    Norman Ortiz, CPP

    Mr. Ortiz is the Operations Manager at Colonial Parking, Inc. With over two decades of experience in the parking industry, Norman has managed and developed operations of varying needs from urban parking development to transportation and hospitality operations. Norman started his career in parking at Allright Parking in 1995 as the Senior Night Area Manager. As a manager there, he successfully managed 30+ locations in downtown Philadelphia.

    Most recently before Colonial Parking, Norman was the General Manager at Wallypark Philadelphia for nine years. There, he successfully established operations for an airport parking and transportation facility serving Philadelphia International Airport. His skills in strategic marketing and business development allowed Wallypark Philadelphia to flourish in a competitive market.

    At Colonial Parking, Norman has led the successful planning and completion of parking events and repair projects of facilities. His experience and commitment to excellence have been a benefit to both our company and our clients. Norman is also a Certified Parking Professional with the National Parking Association.

  • Michael Schnaars

    Michael Schnaars

    Michael Schnaars is Colonial’s Director of Technology with responsibility for a variety of technologies throughout the parking facilities that Colonial manages, as well as our corporate headquarters.

    Michael joined Colonial Parking’s auditing team in May of 2007 with a strong interest in IT. When the position of IT Director became vacant in 2017, Colonial quickly offered him the position.

    As Director of IT, Michael has overseen projects large and small, including a company-wide conversion to Microsoft 365, and a complete overhaul and migration of our monthly parker systems, all of which will now be cloud based.

    Michael’s adaptability and familiarity with Colonial’s array of systems has made him the first stop for our management team to resolve technology issues in their areas of responsibility. This has saved Colonial and our clients significant costs as compared to utilizing outside vendors.

  • Jeffrey Garrison, CPP

    Jeffrey Garrison, CPP

    Jeff Garrison is an Area Manager, responsible for Colonial Parking’s operations in Area 2 comprising the southern portion of the City of Wilmington, Delaware.

    Mr. Garrison, who has been with Colonial since 1989, brings a broad background in parking management from front line experience through management gained over the last eighteen years. Starting as a Facility Manager, Mr. Garrison was quickly recognized for his talents, and was promoted to the position of Director of Maintenance. In that role, he managed the maintenance department for Colonial’s overall operation. After many years of successfully managing the Maintenance Department, Mr. Garrison moved back to operations as an Area Manager responsible for a dozen different parking facilities.

    Working closely with our facility managers, customer service representatives, and attendants, he maintains a high-quality level of service to Colonial’s parking patrons throughout the City of Wilmington.

    Mr. Garrison, like most of Colonial’s management team, has received his Certified Parking Professional (CPP) designation from the National Parking Association.

  • Rob Clark, CPP

    Rob Clark, CPP

    Rob Clark is the Area Manager for Colonial’s Area 1 located in the northern portion of the City of Wilmington, Delaware. This responsibility includes the management of seven(7) garages and fourteen (14) surface lots to ensure the quality of service.

    Mr. Clark, who has been with Colonial since 2003, has extensive experience in auditing and revenue control. Before joining Colonial, Mr. Clark worked in the hospitality industry as an auditor and accountant. This gave him a strong basis in both the customer service and revenue control aspects of Colonial’s operation. Starting with Colonial as a Facility Manager, Mr. Clark quickly demonstrated his talents and ability to manage a parking facility effectively. He was quickly promoted to the management of multiple locations. Rob later served as the Operations Manager at Colonial’s Airport Parking facility in Lester, PA, where he demonstrated his capability and confidence in managing a fast-paced 24-hour parking operation.

    Most recently, he returned to Colonial’s Wilmington operations as an Area Manager and has demonstrated his professionalism while managing, among other things, the Government Center Parking Garage located under the Carvel State Building. Mr. Clark is now one of Colonial’s senior managers and a leader on the management team.

    In 2008, Rob attained the Certified Parking Professional (CPP) accreditation from the National Parking Association’s Certification Advisory Board. Working closely with the facility managers, customer service representatives, and attendants in his area, Mr. Clark understands the service standards required by Colonial. He effectively delivers that high level of service to Colonial’s parking patrons every day.
